I don't see any problems." Lewes Council members Jim Ford and Tony Pratt also ex- pressed no reservations. Pratt said the annexation request could be brought up for approval or denial at the Monday, Feb. 10 meeting of Lewes Council or at a special meeting prior to that time. "If we decide that annexation would be advantageous for us and for them, then a 2/3 majority vote would be required to go for annexation," said Councilman Jim Ford. Gilman representatives George P. Beer and Susan A. Weaver pre- sented Gilman's proposal. Weaver is director of operations for Gilman's Gracious Living Inc. subsidiary which develops and manages assisted care facilities such as South Park Terrace on N. Broom Street in Wilmington: The land involved is currently part of Ossie Warrington's farm and is adjacent to the Henlopen Gardens condominiums and resi- dential 10ts. Beer said that follow- ing long discussions-with-Lewes, the company decided to seek Community Facilities District zoning for 6 acres and Residential Planned Community District zon- ing for 10.45 acres. He said the assisted care living's 80 units would be built on the six acre por- tion at the Savannah Road end of the parcel. The other 10.45 acres would involve age-restricted resi- dential units. "I would say they would be restricted to residents 55 and older," said Beer. He said those units might be built as a va- riety of innovative housing types including quads: The residential planned community district per- mits such clustering of units. Infrastructure capable? Lewes resident Nina Cannata expressed concerns about the abil- ity of the city to handle the pres- sures brought on its infrastructure by the proposed project. She questioned whether Lewes's wa- ter and sewer systems could han- dle the extra units. "I'm especial- ly perturbed about the ability of this city to handle already-ap- proved lots. Between Pilottown Village and Pilottown Park and Cape Shores, there must be 300- 400 approved lots. I want to make sure all of us can afford this going in." Gilman representative George Beer said that Lewes Board of Public Works representatives had assured him that "they could fit us in. And assisted care living units typically only have about 25 per- cent of the water and sewer de- mand of a typical dwelling unit." He noted that most residents of as- sisted living units are 85 years old or more. "Elderly or assisted liv- ing units are not a burden on school systems, 99 percent of as- sisted living facility residents don't drive, and there's usually no late night parties to burden the po- lice. Most of the traffic generated by such a facility is due to staff and the greatest number we pro- ject would be in the 14-15 range. And DelDOT [Delaware Depart- ment of Transportation] will tell you when it's your time to pay for a traffic signal." Delaware's State Planning Co- ordinator David S. Hugg III sent through a comprehensive exami- nation of the annexation proposal and said the proposal "fits the state's growth management goals." His letter, which raised no objection ,to the annexation, said: "The Delaware State Housing Au- thority's Statewide Housing Needs Assessment has identified a growing need for housing or hous- ing-related assistance for the se- nior population, especially in Sus- sex County. Beebe Medical Center has conducted some research to determine the Cape Region's need relative to the assisted living projects already in progress. "It appears there would be support for more than one fa- cility," he said. The con- cept, he said, is to open a facility simi- lar to an apartment complex. Each unit will have its own FRIED kitchen, liv- ing and sleeping area, but there will also be a communal kitchen and living area for those who pre- fer not to cook and to use for so- cial activities. Beebe Medical Center plans to conduct a feasibility study to de- termine specific needs of those in the Cape Region. Fried said that the next step is to form focus groups who will provide input as to what kinds of services may be most useful to them. "The idea is with the communi- ty aging, with the idea of people wanting to age in place, people would rather age in their homes," said Fried. "Some people will move in and require very little as- sistance." Others, he added, will need help with meals, cleaning and other dally living tasks. According to the research, said Fried, the average resident in an assisted living unit is an 85-year- old widow needing help with two or more daily living activities. Eighty percent of those who uti- lize assisted living services are women. "We see this as an extension of the continuum of services we pro- vide," Said Fried. Beebe's desire is to combine healthcare with non- healthcare services. "The idea is to keep people independent, au- tonomous," he said. The target population, at this point, he said, is those people who are at an interim care level. Some of the services Beebe is consider- ing offering include ,providing a place within the facility for doc- tors to meet with residentsi coor- dinating nursing, home infusion therapy, physical therapy and oc- cupational therapy services; and recreational activities. "It's not an institutional set- ting," Fried said. "We want to get involved from a management standpoint." Beebe, he said, is committed to helping older people age in one location and remain in- dependent while delivering healthcare to them in a more cost effective manner. "Elderly people utilize health- care resources at a much higher rate than younger people," said Fried. Beebe's intention, he said, is to acknowledge the national movement toward managed care and try to reduce the need for in- patient care.
