Historic Lewes has a population of approximately 3,000 except in summer when it rises to 10,000 - 20,000. The 2005/06 general operating budget is approximately $3.5 million and the capital imprts budget for 2005-09 is $3.75 million; the City is currently undergoing a major reconstruction of its infrastructure. Lewes operates under a Council-Manager form of government. The City Manager serves as the Chief Administrative Officer of the city and the duties include supervision of 27 employees in the administrative, streets and police departments, with additional patrol, meter and lifeguard employees in summer. City utilities are provided an managed by the Board of Public Works, a separate entity, with coordination through the City Manager. In addition, the position requires oversight of the municipal financial and budgetary matters; enforcement of all policies, programs, laws and ordinances; participation in the development of city's goals and future planning; and providing advice to the City Council on all significant matters affecting the City and its operations. The ideal candidate will have a minimum of a bachelor's degree, with a Masters' in public administration or business management preferred; five years experience in municipal management and administration; must possess strong human resource, communications, financial and management skills; and display a common-sense approach to government.
