STEVEN BILLUPS PHOTOS THE THIRD ANNUAL DEWEY BEACH WINTER GALA was Saturday Feb. 12, at the Baycenter for the Performing Arts in Ruddertowne. The annual event raises funds for the Dewey Beach Police Department and the Dewey Beach Patrol and - new this year - the Dewey Beautification Fund. The Baycenter was filled with Winter Gala revelers dancing to four bands and en- joying the food .stations from restaurants and drinks from specialty bars.
