The City Council of The City of Lewes (the "City"), hereby gives notice to the residents and property owners of the City that the City proposes to borrow an amount of money, not to exceed $39,500,000 principal amount to fund, in part, the Projects. 2. Manner of Securing the Same: the City will borrow the funds through the issuance of general obligation bonds of the City to finance the Project and the full faith and credit and taxing power of the City will be pledged to pay the principal and interest on the bonds. 3. The City Council hereby finds that the Projects constitute a proper municipal purpose under Section 20 of the City Charter. 4. The City Council hereby establishes.that a public headng on this Resolution and the proposed borrowing described herein shall be held on Wednesday, March 24, 2004, at the Lewes Public Library, second floor, located at Adams Street and Kings Highway, Lewes, Delaware, 19958, at 7:00 PM, prevailing time, and hereby directs that notice of such headng be published and/or distributed as required by the City Charter. 5. No person shall be registered upon such books unless they have acquired qualifications stated hereinbefore.
