Anglican bishop receives doctorate of theology The R. Rev. John W. Gains, presiding bishop of the Anglican In- dependent Communion in the Americas and rector of St. James An- glican Church in Georgetown, was awarded a honorary doctorate in theology by Compton-Caputo College, Northern Moor, Wythen- shawe, Manchester, England. The doctorate was awarded by the unanimous vote of the board of directors of the college on March 3. St. James Anglican Church is a traditional, orthodox Anglican- Episcopal Church which uses the 1928 Book of Common Prayer. Bishop issues annual statement to governor, GA The Most Rev. Michael A. Saltarelli, bishop of the Catholic Dio- cese of Wilmington, has issued his 2003 statement to Gov. Ruth Ann Minner and members of the General Assembly. Titled "A Catholic Perspective on Public Policy Issues in Delaware," the statement covers life issuessuch as abortion, cloning and the death penalty, plus criminal justice, housing, poverty and Catholic educa- tion issues.
