Bell Atlantic customers
to see one-time credit
Bell Atlantic customers in
Delaware will receive a $1.53
credit this month on their tele-
phone bills. The credit resulted
from funds the company had been
holding in an escrow account
since a rate increase in 1988. By
law, Bell Atlantic was allowed to
raise rates while the Delaware
Public Service Commission (PSC)
reviewed the company's proposed
rate increases. When the PSC ap-
proved lower rates than those
sought by the company, customers
received a refund.
Changes in federal tax laws
which occurred during this time
period affected the refund amount,
and the money was placed in es-
crow until the tax issues were re-
solved.
The refund includes interest.

Delaware congressional reps
seek SBA district office
Sen. William V. Roth, Jr. and
Rep. Mike Castle have called on
the administrator of the Small
Business Administration (SBA) to
upgrade the Delaware SBA office
to a district office, as Delaware is
the only state that does not have at
least one district office,
In their letter to Aida Alvarez,
the recently confirmed Adminis-
trator, Roth and Castle pointed out
that in 1996, fewer than one of
every 200 small businesses re-
ceived an SBA guaranteed loan, a
percentage far lower than the na-
tional average.
The letter also said that the lack
of a district office, "may have re-
suited in the loss in Delaware of
up to $15 million in loan support
and hundreds of jobs annually."
