The community design was presented by Michael Lynn, who is partnering in RDM Inc. with Craig Hudson. It will feature 106 single-family-detached building lots in two neighborhoods fronting Old Landing Road and 176 townhomes in 27 buildings set in four neighborhoods within the wooded back portions of the 139.32-acre parcel north of Rehoboth Bay Manufactured Home Park. The plan was developed with a main focus on "green engineering" to make it environmentally friendly. It features acom- munity design with six individual neigh- borhoods linked by connector paths through forested open spaces, explained Lynn. Its neighborhood designs emphasize homes close to the sidewalks, and environ- mental features such as 63 acres of protect- ed wetlands and 25- to 40-foot buffers between wetlands and property lines and as- much as 80-foot buffers between property lines and tidal wetlands. Rehoboth merchants fret over noise enforcement Decibels are rising as police step up compliance with law By Bridin Reynolds Hughes The decibel level is rising in a conflict over the City of Rehoboth Beach noise ordinance. After a cold and quiet winter, downtown restaurant and bar owners say they were unprepared for the apparent blanket enforcement being laid out this summer of an existing ordinance on noise levels. "Falling rain is 50 decibels, normal speech is 60 decibels," said Peter Borsari, an attorney and owner of the Frogg Pond on North First Street. Borsari, who researched the sound levels online, was cited for violating the town's noise ordi- nance of 55 decibels after 11 p.m. despite hiring extra door staff and directing his entertainment to play it low. "It is obvious that since the noise level in front of the Frogg Pond averages 66 deci- bels when there is no 'noise', that is due to normal traffic and normal noise from air conditioners, etc. It is highly unlikely that we ever could reach,a low level of 55 deci- bels under any circumstance. The Frogg Pond is in a commercial district. There are no residential houses nearby. Rather, there is automobile traffic, pedestrian traffic, noise from our neighbors' operations," said Borsari.
