He was transferred to Troop 4 in Georgetown in 1959, where he worked in traffic and criminal fields and later was named chief investigator. He was promoted to captain and troop commander in 1959 and to staff captain and director of the bureau of criminal investigation in 1962. He retired later that year. Mr. Howell attended the FBI Na- tional Academy on Dover. He was co-founder of Confidential Ser- vices in Lewes and established a youth camp at Camp Barnes. He was a 50-year member of Franklin Lodge 12 AF&AM of Milton, and a member of Nur Temple of New Castle. He was preceded in death by his wife of more than 50 years, Mar- garet Emma Howell, in 1988. He is survived by a son, Richard B. III of Broadkill Beach; a grand- daughter who helped care for him, Lou Ann Howell Witherspoon of Farmington; and a great-grand- son. Services were held at Daniels & Hutchison Funeral Home, Mid- dletown, with burial in Townsend Cemetery. Garnet Eye Jr., carpenter Garnet Eye Jr., 80, of Harbeson, died Sunday, June 21, 1998, at home. Mr. Eye was formerly a self- employed carpenter. He was a vet- eran of the U.S. Army during World War II. He was a member of the Midway Assembly of God Church, Lewes. He was preceded in death by his first wife, Ruth F. Eye, in 1953, and his second wife, Dorothy Eye, in 1996; and by two brothers, Everett and Louis D. Eye; and three sisters, Geraldine Dorrell, Evelyn Molloy and Helen Frasier. He is survived by three sons, Robert of BoisD'arc, Me., John of Georgetown and Garnet III of Fort Eustis, Va.; a daughter, Sue Herr of Springfield, Me.; two step7 daughters, Cheryl Taylor of Mills- bore and Darlene Millman of Greenwood; a sister, Margaret "Peggy" Reynolds of Lewes; a brother, John "Bunky" Eye of Georgetown; 15 grandchildren; and six great-grandchildren. Services were held at the Dodd- Carey Chapel of Parsell Funeral Homes, Georgetown, with burial in Hollywood Cemetery, Herring- ton. Josephine lapp, former church secretary M. Josephine Knapp, of Lewes, died Thursday, June 18, 1998, of congestive heart failure in Harbor Healthcare Center. Mrs. Knapp was a secretary for many years at the Church of the Ascension in Claymont. She was also a member of the church. She was preceded in death by her husband, G. Donald Knapp, in 1982. She is survived by a daughter, Kathleen R. Brown of Lewes; a grandchild; and two great-grand- children. A memorial service is scheduled at noon on Wednesday, July 8, at the Church of the Ascension, Philadelphia Pike, Claymont. Bur- ial will be private. Lapi, packer for Palmer Co. Jean F. Lapi, 70, of Rehoboth Beach, died Friday, June 19, 1998, of respiratory failure at home. Mrs. Lapi worked for 25 years as a packer at the R.M. Palmer Candy Co. in West Reading, Pa. She retired in 1990. She was a very family-oriented person. She is survived by her husband, Leonard Lapi; her father, Leonard Kern of Rehoboth Beach; a son, Daniel J. Kranis of Reading, Pa.; a daughter, Robin L. Perate of Lan- caster, Pa.; and six grandchildren. Services were held at Forest Hill Memorial Park, Reading, Pa. Contributions are suggested to Delaware Hospice, Southern Divi- sion, N.
