The Delaware Office of High-
way Safety has initiated a pro-
gram to provide bicycle helmets
to children of low-income fami-
lies in an effort to ensure compli-
ance with Senate Bill 57. The bill,
signed into law by Gov. Thomas
Carper on May 23, 1995, requires
bicycle riders under the age of 16
to wear a protective helmet.
