INVITATION TO BID
Sealed bids for the 1997 Water System Improvements in the Town of Milton, Delaware will be
received from qualified Bidders by the Town of Milton at the Town Office, 101 Federal Street, Milton,
Delaware 19968 until 3:00 PM local time on August 21, 1997, at which time they will be opened and
read pubScly.
The work consists of the construction of approximately 3,700 linear at feet of 4" through 10" water
main, 19 valves, 7 fire hydrants, water service connections, restoration of all surfaces disturbed by con-
struction and other associated work.

Copies of the Contract Documents, Plans and Specifications may be obtained at the office of CABE
Associates, Inc.; 144S Governors Avenue, Dover, Delaware 19903 upon payment of $30.00 for each
set picked up, or $35.00 for each set mailed. Check should be made payable to CABE Associates, Inc.
The payment is non-refundable.
A pre-bid meeting will be held at the Town Office, 101 Federal Street, Milton, Delaware at 2:00 PM
local time on August 6, 1997.
The Owner reserves the right to waive any informalities and to reject any or all bids. Each Bidder
must submit a bid security of not less than ten (10) percent with his bid, in the form and subject to the
conditions provided in the instructions to Bidders. No bidder may withdrew his bid within sixty (60) days
after the actual date of the opening thereof.
Bids are especially invited from Minority Business Enterprises and Women's Business Enterprises
(MBE/WBE). This is a Federally assisted project through a Community Development Block Grant.
Attention of the Bidder is particularly called to the requirements of this program. The work will be sub-
ject to the Davis-Bacon ACt and the Equal Opportunity requirements of the program.

TO BE HELD SATURDAY, AUGUST 9, 1997 FROM
10:00 AM TO 6:00 PM EASTERN DAYLIGHT SAVING
TIME IN THE CONVENTION HALL IN
REHOBOTH BEACH, DELAWARE
NOTICE is hereby given to all qualified electors of the City of Rehoboth Beach,
Delaware that the Annual Municipal Election will be held in said City on Saturday, August 9,
1997, from 10:00 AM until 6:00 PM Eastern Daylight Savings "time, at the Convention Hall
at 229 Rehoboth Avenue in the City of Rehoboth Beach, Delaware.
At said Annual Municipal Election two (2) Commissioners shall be elected. The term of
office for the two persons receiving the highest number of votes for Commissioner shall be
three (3) years.
At said Annual Municipal Election, every person, male or female, who shall have
attained the age of eighteen (18) years on the date of the Election and who is a freeholder
or leaseholder in the City of Rehoboth Beach, whether or not a resident of the State of
Delaware or of the City of Rehoboth Beach, and also every person, male or female, who
shall have attained the age of eighteen (18) years on the date of Election and who shall
have a bona fide resident of the State of Delaware and of the City of Rehoboth Beach, shall
have one (1) vote, provided he or she has registered in the Books of Registered Voters of
the City of Rehoboth Beach.
All votes shall be offered in person, or by absentee ballot. No voter shall vote for more
candidates than there are offices to be filled at the Election. Voting machines will be used.
For the purpose of voting, a leaseholder shall be deemed to mean any person holding land
under a valid lease either in his or her own name or who is the owner of an undivided
interest in a leasehold with his or her spouse for an original term of not less than ten (10)
years whose lease is recorded in the office of the recorder of Deeds in and for Sussex
County, and who is the owner of an improvement of at least One Thousand Dollars
(St ,000.00).
