LIST WITH LINGO
alleges unfair treatment

A former employee of
Delaware Resort Transit (DRT)
has filed a formal complaint alleg-
ing unfair treatment by DRT and
the Delaware Administration for
Specialized Transportation
(DAST).
Alan Campo, who worked as a
seasonal employee from 1991
through 1993, sent a formal com-
plaint to DAST Deputy Adminis-
trator Daniel Simpson last week.
In his letter, dated July 22, Campo
reported alleged acts of "waste,
fraud and abuse, inoperative seat
belts in DRT buses at the Re-
hoboth site, fraternizing between
supervisors and married female
bus drivers and other unprofes-
sional behaviors."
DAST Administrator Ken
Bock, who referred to the allega-
tions as "wild accusations," said
DAST will investigate the com-
plaint.
Campo, a science teacher at
Cape Henlopen High School in
Lewes, complained that he was
unfairly reprimanded last summer
for reporting problems with seat
belts on DRT's Champion buses.
After observing malfunctioning
seat belts on the buses, Campo
called the safety and training offi-
cer to report the problem.
Campo maintains the officer di-
rected him to inspect the buses
and to submit an incident report.
He inspected all of the buses and
discovered that none of the seat
belts worked on demand.
A few days after submitting the
incident report, Campo received a
letter of reprimand from Bobbie
Geier, assistant administrator for
DRT. In her letter, Geier stated
that the safety and training officer
never directed Campo to inspect
all the Champion buses for correct
operation of seat belts. Geier's let-
ter stated that Campo should have
first reported the seat belt problem
to the maintenance department be-
fore notifying the safety and train-
ing officer.
Campo, who maintains that the
officer did direct him to write up
an incident report, said he did re-
port the seat belt problems to his
supervisors and to the mechanic,
as well as to Geier herself, before
contacting the safety and training
officer.
"The general gist of it is that
there was a number of write-ups
by Mr. Campo about problems
with seat belts," Bock said. "They
were investigated. Most of them
were simply unfounded."
Fred Publicover confirmed that
he has not experienced problems
with seat belts or any other aspect
of DRT during his four years as a
bus driver.
Campo was also reprimanded
for allegedly distributing Park &
Ride evaluation sheets without
prior permission from the DAST

on a bus, Campo maintains that he
never distributed the evaluation
forms. Campo refused to sign the
letter of reprimand and instead
submitted his letter of resignation
on Aug. 12, 1993.
Since then, Campo has written
several letters to DRT, Gov.
Thomas R. Carper and Lt. Gov.
Ruth Ann Minner trying to get re-
hired for the summer 1994 season.
In a letter dated March 2, 1994,
Judy Ryan, human resources offi-
cer for DAST, informed Campo
that: "As you did not successfully
complete the season last year and
terminated your employment with
us without notice, you would not
be eligible for re-hire."
Campo maintains he was not re-
hired because he was a whistle
blower. Three years ago, Campo
reported one employee (who was
related to an administrator at
DAST) for using a DAST vehicle
to clean out the garage at his
house.
According to Bock, DAST in-
vestigated the incident and dis-
covered that the employee had
taken the DAST vehicle to his
home garage. The employee had
loaded his lawn mower and tools
into the vehicle so that he could
take them to the Park and Ride
and complete projects at the site,
Bock said.
Campo has also reported em-
ployees for showing favoritism
and for fraternizing with female
drivers. He has also complained
about nepotism within DRT and
DAST. Campo wasn't the only
DRT employee who was not re-
hired. Campo's daughter, Judy,
was not asked to return to work
even though she successfully
completed the summer at DRT.
Citing confidentiality related to
personnel matters, Bock declined
to state the reasons why Judy
Campo was not invited back to
work at DRT this summer.
"It had nothing to do with her
father," Bock said.
