Lewes audit shows significant .. improvement in city's finances By Dennis Forney The audit for the fiscal year ending March 31, 1997 shows that Lewes improved its financial po- sition significantly over previous years. Tom Sombar of the Sombar and Cimo accounting firm told members of Lewes Mayor and Council at their meeting Monday, Aug. 11 that the city "had very ex- cellent numbers for the year. As- sets increased around $1 million - from $6.6 to $7.6 million - and most of that was in cash," said Sombar. "And after three straight years of an operating and capital projects deficit, the city finished with a surplus of total revenues over total expenses of $910,123." He said that even without a pay- ment of $550,000 in lease fees from Cape Shores during fiscal year 1997 Lewes's numbers were very good. Transfer taxes re- ceived from real estate sales in- creased by $99,000 over the previ- ous year, said Sombar, while po- lice department expenses were down a similar amount due to the lack of a police chief during most of the fiscal year. "And the city ended up in an extremely healthy situation compared to the budget," said Sombar. Lewes officials had projected an FY'97 budget deficit of nearly $15,000. However that budget projection included capital project expenditures for such items as street paving and an addition to city hall in an amount of $877,933 when in actuality only $295,586 was spent due to not as much be- ing undertaken as was anticipated. Lewes also received $205,406 in intergovernmental grant money compared to the $124,599 that was budgeted. Licenses and per- mits also generated $24,103 more than the $155,000 budgeted. Level One--Interstate 95 with high speed traffic and an absolute minimal number of entrances. No direct access from individual properties would be allowed. Level Two--the bypass around Milford. Probably only right in and right out turns al- lowed. Level Three-a main highway, such as Route 13 near Harrington. Level 4--a town street like the Georgetown Circle or Route 1. Both have numerous entrances and carry heavy volumes of traf- fic. This design calls for side- walks, crosswalks and shared ac- cess or entrances where feasible. Level 5wRoute 24. Level 6--a residential neigh- borhood with slow moving traffic. Level 7wa country road. The number of entrances, de- sign of intersections, turn lane re- quirements and requirements for spacing of or sharing entrances would vary, depending on the lev- el. Leidy said additional public meetings will be held on the clas- sification given to various road- ways. He said roads with access man- agement tend to have fewer acci- dents and he said this is nothing new. DelDOT is already requiring access management, but this will make it formal. For example, Del- DOT limits entrance permits on Route 1 or calls for shared en- trances or turn lane requirements.
