The Delaware Economic Development Office, the Grantee of Foreign-Trade Subzone No. 99E in Wilmington, Delaware, has applied to the Foreign-Trade Zones Board to expand the scope of manufacturing authority for The Premcor Refining Group, Inc. (Premcor) under zone procedures at their facility located at 2000 Wrangle Hill Road in Delaware City, Delaware. Subzone No. 99E was approved by the Board in 1996 for the manufacture of fuel products and certain petrochemical feedstocks and refinery by-products. The 1,800 acre refinery complex consists of a main refinery/petrochemical plant, storage tanks, and a marine terminal. Premcor is now proposing to expand the scope of manufacturing authority to include the expansion of the crude throughput at the refinery due to increased efficiencies, improvements in equipment reliability, and longer cycles between turnarounds to increase the overall crude distillation capacity of the refinery from 152,000 BPD to 180,000 BPD. No additional feedstocks or products have been requested. Any comments on the Application are requested from interested parties.
