Cape Gazette NEWS FRIDAY, SEPTEMBER 6- MONDAY, SEPTEMBER 9, 2013 35 Biden's office alerts Delaware consumers to pair of phone scams Attorney General Beau Biden's office alerted Delawareans about a pair of scams - one invoMng phony computer repair calls and the other involving fake con- sumer debit card problems. In the first scam, victims re- ceive unsolicited phone calls or emails that claim to be from a customer service, help desk rep- resentative or technician from Microsoft or other well-known technology companies. Dur- ing those communications, the scammer claims that the con- sumer's computer is infected with a virus and offers to help by gaining remote access to the machine in order to analyze and upgrade the computer's security software. Scammers who are successful in duping the comput- er's owner into believing the ruse instead use the remote access to install malicious software that harvests personal data, adjust the computer's security settings to make the machine vulnerable to threats, and direct the victim to fraudulent websites that try to obtain personal credit card infor- mation. Moreover, consumers have reported that the scammers ask for credit card information so they can bill for the fraudu- lent services. Any consumers who believe they have already been victimized by this scare are urged to change their passwords for online accounts including email, online bankiflg and credit cards. Suspected victims should be sure to run a security scan program on their computers Insurance Continued frorn~page 34 suers have applied to Delaware's marketplace: Highmark Blue Cross Blue Shield of Delaware, Coventry Health and Life Insur- ance and Coventry Health Care of Delaware. In addition, four stand-alone dental plans have ap- plied to Delaware's marketplace: Delta Dental, Dentegra, Do- minion and Guardian. Because Delaware opted for a state-feder- al partnership marketplace, both the state and the federal govern- ments must approve the plans. Delaware expects up to 35,000 people to enroll in the market place in the first year. To receive coverage starting ]an. 1, 2014, people must enroll by Dec. 15, 2013. Open enrollment for the 2014 plan year continues through March 31, 2014. Landgraf said the federal government's 24/7 Call Center, 800-318-2596, or TTY 855-889- 4325 can answer questions in 150 languages. If people don't have access to a computer, they can call the toll-free number to get the help they need to enroll. For more information, go to or or con- tact Jim Grant, communications coordinator, at 302-255-9251 or and consider installing new se- curity software. Biden's office also warned Delawareans about another scam being reported in other states in the region. Con- sumers receive unsolicited calls or text messages warning them of a problem with their bank's debit cards. In reality, these are attempts to trick consumers into providing personal financial information to criminals. The unsolicited calls and texts report that the consumer's debit card is locked and direct them to call a certain phone number to unlock the card. When victims call the phone number, the scammer obtains their account informa- tion in order to "unlock" their cards. Call the Consumer Protec- tion Hotline at 1-800-220-5424 or email CURTIS J.
