Sarah Greene photos The annual Georgetown Hispanic Festival seems to grow in popularity each year, with thousands flocking to the coun- ty seat Sept. 17 to take in the spectacle. At left, brothers Edward and Mark Ruiz, mi- grant workers' children, were the artists-in-residence this summer for over 100 younger migrant workers' children from Mexico, Guatemala, Honduras and Puerto Rico. The program was headed by Diana Roche through North Goerge- town Elementary School and the Indian River School Dis- trict Migrant Children's Art Program, funded by Very Special Arts of Delaware.
