10 - CAPE GAZETTE, Friday, September 24 - September 30, 1999 Savannah East supporters counter criticism of planned development By Michael Short Dyer-McCrea Ventures has withdrawn and modified plans for a 72-unit apartment complex to be known as Savannah East. Following criticism at the Sept. 9 meeting of the Sussex County Planning and Zoning Commis- sion, the developers have with- drawn the project and will re-sub- mit it with the entrance road fur- ther away from several homes lo- cated on Kings Highway. Initial plans had the entrance road to the project, bordered by Route 1 and Kings Highway, be- hind that row of approximately four homes. But the developers have moved the entrance road fur- ther away and agreed to install a 25-foot landscaped barrier. "We listened to them and we changed it," said Pret Dyer, one of the part- ners in Dyer-McCrea. The 72-apartments would be part of three parcels to be devel- oped on 19 acres The two later parcels would include senior housing and the New Covenant Presybyterian Church. The first phase is for Savannah East, which is designed to be a mirror image of Savannah West, located be- tween Wawa and Delaware State Police Troop Seven. On Friday, Sept. 17, the devel- opers and several tenants gathered to counter some recent criticism of the proposed development. Much of that criticism has focused on traffic. But some of it has im- plied that the new project would be a low-income project with po- tential drug use and potentially undesirable inhabitants. "I'm a single morn and I would not stay here if I did not feel safe," said resident Jennifer Sheppard. "It is more of a family-based com- plex. I feel safe here." "I think it is very nice. It's well maintained. There are rules and restrictions," said resident Brenda Archer. Archer said the project was one of the few areas where she could find affordable housing in this area. "And the people I know here, I have enjoyed meeting," she said. Tenants and developers said there are background and credit checks and regular inspections of apartment units. "If you have a police record, you don't get in," said resident Michael Jenkins. While the rent may be below average rents, it is not subsidized housing and all tenants are re- quired to be employed and to pay rent. Manager Sheree Connor said rents range from approximately $219 to almost $400 per month. "It is affordable, quality hous- ing," Dyer said. pe p ark lands designated for federal flood protection By Michael Short Congress is moving to remove a glitch in a federal program that would allow the Cape Shores de- velopment to be eligible for flood insurance and which would pro- vide additional federal protection for Cape Henlopen State Park. President Clinton is expected to receive the legislation later this year. Both the Senate and the House have now passed identical bills which would add 245 acres of land to the Coastal Barrier Re- source System While adding the 245 acres of land, some 32 acres of land will be deleted from the system, land which includes part of the Cape Shores development. That land was accidentally in- cluded in the initial boundaries of the Coastal Barrier Resource Sys- tem when the lines were drawn in 1990. Those boundary lines were wrong.
