CAPE GAZETTE, Friday, October 9 - October 15, 1998 - 21 Meet the Candidate Harry "Hap" Crystal A native Delawarean known as "Hap" to his friends. Majored in Criminal Justice at University of Delaware and Wilmington College. A Delaware State Policeman for 20 years, serving as Troop Commander, Director of Training, and Director of Internal Affairs. Honored as Policeman of the Year in 1973 by the Claymont Kiwanis Club. Received the Delaware State Police Superintendent's Citation for Courage in 1979. Upon retiring at the rank of Captain in 1988 Hap was selected, after a nationwide search, to build and implement a professional security and safety program for the world renowned Winterthur Museum and Garden. In 1995 he joined the Delaware Department of Insurance as an investigator in their Insurance Fraud Prevention Bureau. Hap enjoys a unique position for an aspiring political candidate. He knows all the Republicans and Democrats currently holding office in the General Assembly, and he knows them on a first4ame basis. Because his wife is the Executive Secretary to Delaware's Speaker of the House there were many nights he sat in on all the proceedings while waiting for Bette to complete her work. He became knowledgeable on the issues, how the process works for getting legislation passed, and most important of all, who he will need to work with if elected. Out of these experiences relationships grew. In a number of instances his advice was sought out by legislators who got to know and trust him. As a result he was appointed to the Delaware Defensive Driving Course Committee, as well as the Juvenile Justice SCR 4 Task force. Hap formerly served as Administrator to Delaware's Council on Police Training, the Delaware Crime Stoppers Board of Directors, as President of A.I. DuPont Wildcat Youth Football Program and as Vice President of the Interstate Umpires Association. Hap Crystal is an experienced administrator who has shown he knows how to work with people and get things done. Hap is a member of the Lewes-Rehoboth Rotary Club, Ducks Unlimited, and the Rehoboth Kiwanis Club. In 1996 he was the Republican candidate in the 37th district for The Delaware House of Representatives and received over 41% of the vote, his first attempt at political office. % He and Bette have been married for 32 years and have two children, Ken and Kim.
