"Out- sourcing in the service sector is growing quickly," said Burton. "Right now it's showing 30 to 40 percent growth per year." ["Outsourcing," previous to re- cent years, referred almost exclu- sively to subcontracting manufac- turing to outside and often foreign or nonunion companies.] "Then I learned through a cousin of mine about BCN which is headquartered in Ann Arbor, Randy Burton of Rehoboth Beach recently joined forces with BCN Services as an account exec- utive for the middle Atlantic coast area. "BCN is a professional organi- zation specializing in the out- sourcing of personnel services," said Burton. "That means that businesses hire firms like BCN to handle employee administration, including all payroll work and re- lated reports that have to be filed to remain in compliance with the Internal Revenue Service (IRS); insurance claims; benefits plans including health insurance and life insurance. BCN handles all those aspects, which in turn allows busi- nesses to focus on what they do best - providing the products or services for which they went into business in the first place. And in many cases we're able to provide all those services and administer personnel services for less than Michigan," said Burton. "Their philosophy suits mine, especially because it's so service-oriented. I flew out to Michigan to see how the company operates and was im- pressed with the amount of human interaction there is between busi- nesses working with BCN and specialists the company has on board. By administering things like payroll services, health plans and other benefits from one loca- tion, BCN is often able to get costs down for a company be- cause of its buying power." BCN, said Burton, currently op- erates in 21 states. "Most of them are in the Midwest. I want to work locally at first and then be- gin to build regionally. I think this brings a higher level of ser- vices to the area than we've seen before, and that's part of building a better community. It's really a great opportunity." Short, property man- ager for the Mispillion Apartments in Milford, has been named the Manager of the Year for Delaware, ac- cording to Jack Walls of SHORT USDA's Rur- al Housing Service, presented the award to Short at the Delaware/Maryland USDA Rural Development regional meeting in Annapolis, Md.
