Small Cities CDBG Program), for a grant under the provi- sions of the Community Development Act of 1977. The primary objective of the Community Development Program is the development of viable urban communi- ties, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income. It is also primary objective to alleviate physical and economic distress through the stimulation of private investment and community revital- ization in areas of popu- lation out-migration or a stagnating or declining tax base. In accordance with the Section 106 Review Process established by the National Historic Preservation Act ol 1966, as amended,! comments, are espe- cially encouraged from interested agencies and individuals with respect to undertakings that may affect historic prop- erties of significance to such agencies and indi- viduals.
