"One of our high school math classses conducted a statistically valid, random sampling by mail and by telephone, and that sam- piing found a 70 percent support factor to the plans," Brandenberg- er explained. "It seems that we've gained a sound endorsement so far." Construction of the two middle schools is expected to cost $21.5 million, with the state paying 60 percent and the local district foot- ing the remaining $8.6 million through bond issues supported by a referendum. The cost to taxpay- ers will be an added 12 cents per $100 of assessed property value, which would translate to an addi- tional $12 for homeowners in Sea Air, $40 for homeowners in Re- hoboth Beach and $101 for home- owners in Rehoboth Beach Yacht and Country Club. The task force recommenda- tions for the two new middle schools are based partly on the current and future growth needs - which Brandenberger indicated are at a steady 20 percent and should continue at that rate into the year 2020 - and also on the ag- ing state of the Lewes and Middle schools. "In today's times, with where education is headed, those old middle schools just aren't suitable for that level of instructional de- livery," Brandenberger explained. "We can use Lewes Middle School for elementary education; it will be fine for that level of in- struction. And we can develop a good alternative instructional use for Milton Middle School. But the future of instructional delivery at middle schools and high schools will be drastically different than what we have known. We must be ready for the future." ":: , v The new schools ill be wire for computer use in every class- room, and there will be much more access to electronically de- livered instruction and research. Additionally, single-story facili- ties such as those conceived for the new middle schools will be more accessible to students with special needs. But the old schools can be made useful for alternative purposes and can be wired for electronic infor- mation access, Brandenberger re- assured the public. Neither of the two existing middle schools is in peril of abandonment by the dis- trict - one concern that has been raised at each of the two public hearings. Location of the pro- posed middle schools will be west of Route 1, one in the Angola area and the other in the Red Mill Pond area. The time line for completion of these first-phase plans will be from one to seven years after a referendum is approved, Branden- berger explained.
