CAPE GAZETTE, Friday, Jan. 19 - Jan. 25, 2001 - 9 'Forgotten Mile' improvements (traw mixed reactions By Michael Short Delaware's Department of Transportation (DelDOT) has changed its plans and moved a proposed traffic light from Dodd Avenue to Bayard Avenue. That change followed a petition drive and considerable opposition from residents of the Dodd Av- enue area, who argued that Dodd was simply not large enough to accommodate increased traffic. DelDOT brought its revised plans for what is often termed the "for- gotten mile" to the public during a workshop on Wednesday, Jan. 17. They were promptly told by many of those in attendance that they should have left well enough alone and left the traffic light at Dodd Avenue. Thelocation of the traffic signal is the most controversial element of the plan, which calls for major upgrades to Route 1 between the Lewes-Rehoboth Canal to just north of Sauisbury Street in Dewey Beach. The project is expected to begin in late 2002 or early in 2003. It will take an estimated 14 months to complete, although that pace could perhaps be hurried along if DelDOT does some of the work at night. The plans call for installation of pedestrian crosswalks, painted to look like brick, along the route. The whole roadway will be repaved, shoulders will be made one uniform size and sidewalks will be installed on both sides of Route I along the length of the project. DelDOT's Mike Baibierer said the traffic signal location was changed following public con- cern. "There was a lot of public outcry, so we re-evaluated," Bal- bierer said. Darin Dell, also of DelDOT, ex- plained that Bayard is a wider street and placing the traffic light at Bayard allows traffic and pedestrian movements to be better coordinated. The narrowness of Dodd Avenue was a major con- cern of local residents after Del- DOT moved the proposed light to that location. "It lessens the con- flict areas," he said. In addition to adding the traffic light to Bayard, the plans also call for another major change. Under the plans the intersection of Chicago and Bayard, where it meets northbound Route 1, would be closed. Continued on page 10 Moratorium Continued from page 1 already developed, said Ippolito. "Most of the threat is gone so it's time to move on." Ippolito said a number of the or- dinance changes agreed to at pre- vious canalfront workshop ses- sions will be put on the back burn- er for a while. "They can be resur- rected when council wants but there doesn't seem to be much support for getting back into that for now." At previous workshops, Council members had agreed to more re- strictive lot coverage and setbacks in the commercial zone along the canal. They had agreed to lower 'the permitted height in the corn- mercial areas along the canal - from the present 40 feet to 34 feet - and had mandated that new con- struction allow room for a I 0-foot wide public walkway between buildings and the canal to create more public access to canal vistas. As a result of action expected at the Jan. 18 special meeting, those items are part of what will go on the back burner. Instead, current zoning regula- tions for the zone known as com- mercial core, along the canal, will continue to reign. The slim turnout by Council members at the Jan. 11 workshop followed strong moratorium criti- cism leveled by Dale Parsons and J.B. Walsh at the Jan. 8 Mayor and Council meeting. Both said the moratorium, first enacted in No- vember of 1999, was aimed pri- marily at their properties and was unfair. Parsons owns the Fisher- man's Wharf property and the Lewes Boatyard property being purchased by Greater Lewes Foundation for the City. Walsh said the moratorium halt- ed plans by tenants of his Anglers Restaurant to upgrade the facility by adding a banquet room. Jim Kiernan, who owns the Irish Eyes at Anglers business, said it was too late to move ahead with the Lewes project and would look elsewhere to start another restau- rant..
