Robert Hudson of the Ma- jor Crimes Unit at Troop 4 earned an Exceptional Performance Award for his work that led to solving a case involving a string of robberies ranging from the Cape Region to Kent County. Some of the armed robberies occurred on Route l in Rehoboth Beach and in the Milton area, where a motel, Chinese restaurant and liquor store were victimized in late September and early Octo- ber 1999. A burglary at a market in Lincoln was also tied to the case and resolved. Two men and a woman were arrested for rob- bery, possession of a deadly weapon during the commission of a felony and conspiracy charges. "Cpl. Hudson is a fine detec- tive," said Warrington. "His work is thorough, and his attention to detail often pays off not only for the investigation process but ulti- mately for the citizenry." Trooper Andrel Martinez of Troop 4 was honored with the Ex- ceptional Performance Award. Martinez was instrumental in one of Sussex County's largest major drug arrests, resulting from a traf- fic stop, to have occurred in many years. Martinez was operating radar on Route 113, a mile north of Millsboro, in September 1999, when he stopped a vehicle travel- ing 72 mph in a 55 mph zone. When Martinez spoke to the oper- ator of the vehicle, he detected the odor of burnt marijuana. After questioning the two out-of-state men in the vehicle and noting conflicting stories, he searched the vehicle. Inside, he found a stolen 9 mm loaded handgun in the center console, and a package of what later proved to be 2.2 pounds of cocaine. The estimated street value of that amount of the drug is more than $20,000. 'q'rooper Martinez' work was be- yond the call of duty. He is one of the many who patrol our streets daily who make our communities safe," said Warrington. "The troopers at Troop 4 who were honored by the division are exceptional," said Warrington. "Their work has done much for the citizens in Sussex County." Delaware State Police Superin- tendent Col. Gerald R. Pepper presented the 1999 Trooper of the Year Award to Sgt. William Thomas Ford, a 38-year-old trooper who works in the New Castle County Operation Safe Streets Unit. Ford's unit made 773 arrests in 1999, and the unit also had the following other ac- complishments: drug seizures valued at $28,000, slightly less than $27,000 seized from illegal drug proceeds, recoveries of just less than $56,000 in stolen prop- erty and seizures of 23 illegally possessed handguns.
