This is due the ERISA clause,
passed by Congress, that limits
the state legislative control over
the self-insured policies.
Roy explained that cost shift,
the process by which health care
providers recover the unpaid costs
of care, or portion of costs, deliv-
ered to one patient population
through revenues about cost col-
lected from another patient popu-
lation. Those who pay for health
care pay 28 percent above the
actual dollar cost of the care, cov-
ering uninsured patients.

Prescription drugs available at low cost
Those whose medications are too expensive for
their pocketbook will appreciate the information
found in a new booklet published by Financial Assis-
tance Network in Washington, D.C.
The 32-page booklet, "2000 Annual Directory of
Free & Low-Cost Prescription Drug Programs," of-
fers recently updated information on how and where
to get free and low-cost prescription drugs.
"Many major drug companies provide free or low-
cost medication, but rarely, if ever, publicize the pro-
grams," said Paul Navestad, founder of Financial
Assistance Network.
"We've published an A to Z listing of all the drugs
that are available to certain qualified,groups for fre
or at very low cost directly from the manufacturer,"
said Navestad.
Customers can receive a copy of the booklet by
sending $5 to cover the cost of printing, postage and

Box 60848, Washington, D.C., 20039-0848. Con-
sumers can also get this information from Financial
