CAPE G.saEI"I'E, Friday, April Zl - April Z7, - 78 Fraud prevention initiative kicks off In an effort to combat the most pervasive and problematic form of white-collar crime, telemarketing fraud, the Better Business Bureau of Delaware and First USA have partnered to launch a consumer education initiative. Frances M. West, president of the Better Busi- ness Bureau (BBB) of Delaware, has announced support of this campaign by the BBB board of di- rectors, which is composed of many community and business leaders in Delaware. Nationally, the BBB will join the Postal Inspection Service, American Association for Retired Persons, Department of Justice (DOJ), Federal Bureau of Investi- gation (FBI), Federal Trade Com- mission (FTC), National Associa- tion of Attorney Generals (NAAG) and the Securities and Ehange Commission (SEC). " !According to government esti- mates illegal telemarketing oper- ations bilk Americans out of $40 billion annually. More than half the victims are over age 50. Under Know Fraud, every home in Delaware will receive a jumbo postcard in the mail containing valuable information to help con- sumers differentiate between le- gitimate telemarketers and scam artists. The cards is designed to be displayed near the telephone in the home to help citizens make in- formed decisions regarding mail and telemarketing solicitations and avoid being victimized by de- ceptive offers. "First USA is extremely pleased to be the sole corporate sponsor of the Know Fraud initiative in Delaware," said Laura Scanlan of First USA Public Affairs. "We he- lieve it is imperative that the con- sumers be made aware of the le- gitimate business practices of tele- marketers and direct mail solici- tors. It is critical that consumers learn to recognize and protect themselves from the fraudulent business practices of those who abuse the telephone system and the U.S. Postal Service." In addition to providing con- sumers with the following infor- mation: • a special fraud prevention video, part of the BBB's consumer education video series, which will be available through 16,000 li- braries nationwide and more than two dozen in Delaware, to educate consumers allout ways to prevent being victimized by illegal tele- marketing and mail fraud • an Internet Web site to gain ad- ditional fraud information or to submit an online complaint . • a toll-free telephone number to report a suspected crime of tele- ketigg or m frau!- 'arfdress .. for addi- tional information or to submit complaints. Research has determined that consumers generally do not know where to turn for help with issues of ,suspected fraud. In response to this finding, Know Fraud has es- tablished a toll-free number that consumers can call when they sus- pect fraud. AT&T has contributed the technology and system sup- port for this initiative. Callers will either reach the Federal Trade Commission's con- sumer response center of an in- spection service operations sup- port group. Consumers who be- lieve they are victims of telemar- keting fraud are encouraged to call 877-987-3278. Additional in- formation may be obtained on the Know Fraud Web site at <www.consumer.gov /knowfraud>. Locally, the BBB will be avail- able to bring the program to com- munity, service and civic groups and will conduct a series of work- shops in all three counties. DeCrane Aircraft picks up Carl F.
