Angry homeowners and merchants want answers to Rehoboth flood woes By Bridin Reynolds-Hughes and Trish Vernon The Rehoboth Beach Board of Commissioners saw another stormy Friday night last week. Just as the July 14 downpour as- saulted local streets and base- ments, the Aug. I1 regular meet- ing was flooded by angry mer- chants and homeowners wanting answers. A season of heavy rains has brought.criticism of the city infra- structure and government which came to a head at the regular monthly board meeting. Mary- Jane Stanton, co-owner of Celsius restauran[ 0n Wilmington Avenue, asked to acldress the board, but she was not alone.   = : Stanton said that they lost thou- sands of dollars in revenues and incurred thousands of dollars in damage, not only on July 14, but also as a result of otherunusually heavy, deluges this summer. Thanking the city for providing sandbags for in front of her estab- lishment that sits in a low-lying area of the second block of the av- enue, she asked if the city couldn't appropriate some of the thousands generated through parking meter revenue to "prevent rivers of flood waters through our businesses." Stressing his sympathy for their plight, Commissioner Richard Sargent rattled off statistics con- cerning the July 14 flooding, not- ing that with 4 1/2 inches of rain falling in one hour, the storm drains couldn't possibly accom- modate that amount of water ef- fectively. To make matters worse, concrete buildings such as the one in which'Celsius is located, .have replaced cottages with lawns that would soak up a lot of the rainfall in past years. "Now, in the com- mercial areas, we just can't keep up with it." He reminded them that the city completed the first phase of the storm sewer project this spring, with the second phase to com- mence this fall or winter, if the city receives an acceptable bid on the project. The second phase will include the installation of new pipes down the first two blocks of the south side of Re- hoboth Avenue, ending at a large catch basin at Martin's Lawn be- hind the third block of the avenue, where flooding has also been a chronic problem.
